Some measures to improve the efficiency of oil and gas field development management in Vietnam
Abstract
According to Vietnam’s field development procedure, field operators must undertake thefollowing steps: development and implementation of reserve assessment programme,development of reserve assessment report (RAR), overall development plan (ODP), fielddevelopment plan (FDP) or early development plan (EDP), and implementation ofdrilling and production project. However, each oil and gas company has their own regulation on theactivities duringexploration and production as well as the field development phases.Whereas, the legal framework of Vietnam stilllacks detailed provisions and guidelines,resulting in difficulties for Petrovietnam’s management and monitoring ofcontractors’ implementation of these activities. This paper analyses and compares field developmentmanagementin Vietnam and that in other countries and proposes some measures to improvethe efficiency of oil and gas field development management.
